ChatGPT Ads are out in Europe - Here’s what you need to know
OpenAI began testing ads in ChatGPT in the US in early 2026. From August 24, 2026, ChatGPT Ads became available in 31 European markets, including Romania, Hungary, Germany, France, Spain and Italy. The platform was initially available through OpenAI Ads Solutions, agency and technology partners, and from August 31, 2026, self-service Ads Manager also became available to European advertisers.

1. What happened?
OpenAI began testing ads in ChatGPT in the US in early 2026. From August 24, 2026, ChatGPT Ads became available in 31 European markets, including Romania, Hungary, Germany, France, Spain and Italy.
The platform was initially available through OpenAI Ads Solutions, agency and technology partners, and from August 31, 2026, self-service Ads Manager also became available to European advertisers.
Why is this relevant for a digital marketing agency?
ChatGPT Ads represents a new advertising channel, but more importantly, it introduces a new way of processing and targeting user intent in paid media.
With Google, users typically enter a search query. In ChatGPT, however, a user can describe an entire problem, need or decision-making situation.
For example:
“Which running shoes should I buy if I am starting to train for a half marathon?”
or:
“Which CRM should we choose for a 20-person sales team?”
The purpose of ChatGPT Ads is to connect relevant advertisements to these types of conversational contexts.
2. Where do the ads appear?
Ads appear below ChatGPT responses, clearly separated from the response itself.
An ad can contain:

Ads are clearly labeled as advertising and are not part of the ChatGPT-generated response.
According to OpenAI, ads do not influence ChatGPT responses, and advertisers do not have access to users' conversations, chat history, memory or personal data.
Ads may currently appear to Free and Go users. They do not appear to Plus, Pro or Business users, and ads are not served to users under 18.
3. How does targeting work?
This is one of the biggest differences compared with traditional paid media platforms.
ChatGPT Ads is not traditional keyword targeting.
The system considers multiple relevance signals, including:

the context of the current conversation,

intent expressed in the conversation,

the ad's headline and copy,

the content of the landing page,
-
advertiser-provided context hints,

and, where ad personalization is enabled, certain signals from the user's ChatGPT experience.
Advertiser context hints can help the system understand which topics, conversations or keywords are relevant to a particular product.
Important: these are not exact-match keywords and do not guarantee that an ad will appear in a specific conversation.
The best mental model is therefore intent + context matching, rather than keyword targeting.
4. How can advertisers buy ads?
ChatGPT Ads currently supports several campaign objectives:
CPM / Reach
The objective is to increase reach and awareness.
The advertiser pays per thousand impressions.
CPC / Clicks
The objective is to drive traffic to a website or product page.
The advertiser pays per valid click.
OpenAI currently recommends a starting maximum CPC bid of $3-5 for CPC campaigns, but this is not a benchmark or guaranteed price.
oCPC / Conversions
For conversion-oriented campaigns, the system can optimize toward a defined conversion event.
Conversion tracking is required, for example through the OpenAI Conversions API and/or JavaScript Pixel.
The platform's auction system uses a relevance-weighted second-price auction.
5. What does this mean from a creative perspective?
With ChatGPT Ads, the classic "attention-grabbing advertisement" approach is complemented by a strong focus on relevance and usefulness.
OpenAI's recommendations include:

use multiple headline and copy variations,

make sure variations communicate genuinely different selling points,

The goal may not be to find one single "winning" creative. Instead, we should provide the system with enough relevant creative and messaging variations to identify the contexts in which each message performs best.

Traffic can be further measured using UTM parameters within existing analytics systems.
Conversion measurement is available, and dedicated conversion tracking is required for oCPC campaigns.
Important: ChatGPT Ads is still in a beta and early scaling phase. There are not yet stable, cross-industry benchmarks for CPC, CTR or ROAS. According to OpenAI, performance depends on factors including campaign objective, creative, landing page, relevance and setup.
Therefore, ChatGPT Ads should not currently be compared directly against established Meta or Google benchmarks.

ChatGPT Ads is not simply another placement within the existing paid media mix.
The most important new element is conversational intent.

This is an area where early experimentation itself could become a competitive advantage.
